The department of Finance is looking for a qualified and highly motivated individual to fill the Policy and Project Lead, Digital User Experience (PM3) position in Winnipeg within the Strategy and Governance Branch under Communications and Engagement Division.

Qualifications:
Essential:

  • Post-secondary education in communications, design, computer science or other related discipline with related work experience. An equivalent combination of education, training and extensive work experience may be considered.
  • Extensive experience in developing and leading web design, usability, accessibility frameworks (including WCAG 2.1) and promoting related best practices.
  • Demonstrated experience in leading online experience design within a government or other public sector or non-profit environment.
  • Experience in policy and program development across multiple departments.
  • Experience leading complex projects in a large organization, ensuring adherence to governance, engagement, change management, budget and outcomes.
  • Advanced leadership skills, with the demonstrated ability to lead others through influence rather than direct authority.
  • Strong interpersonal skills with the demonstrated ability to develop, negotiate, and foster collaboration and consensus.
  • Strong political acumen with demonstrated experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Excellent written communication skills to produce complex written materials for a variety of audiences.
  • Strong verbal communication skills.
  • Strong analytical and problem solving skills.

Desired

  • Formal training in human-centred and UX design, web usability and accessibility standards.
  • Experience in digital communications and developing and implementing communication strategies and strategic initiatives.

Duties:
Reporting to the Director of Strategy and Governance the Policy and Project Lead for Digital User Experience plays a critical role in ensuring excellence across the division and throughout government by leading and coordinating policy development, communities of practice, skill development, reporting and transformation projects. The incumbent provides whole-of-government leadership to digital governance and user experiences across all channels, including Manitoba.ca, social media and other digital apps and systems, with a focus on accessibility.
Other key responsibilities may include:

  • Supports the ADM and Executive Director by developing strategic options, comprehensive policy advice and recommendations using internal and external expertise.
  • Coordinates multi-department and whole of government policy development, ensuring medium- to long-term strategic alignment.
  • Provides leadership within internal communities of practice to ensure public servants are applying design, user experience, accessibility and usability principles, using relevant approaches and in alignment with government priorities.
  • Develops and implements accountability and support mechanisms that include evaluation, performance measures, software and reporting that applies across the Manitoba public service. Monitors performance measures and outcomes and incorporates performance information into policy development work across the organization.
  • Builds and manages relationships with external parties, inter-jurisdictional colleagues, and with non-governmental partners to forecast needs and inform long-term strategic policy and program options.
  • Monitors the implementation of major policy decisions, by representing the priorities of Executive Council Office and Communications and Engagement Division on steering committees and oversight bodies and providing support to Deputy Minister committees.
